Runtime Governance Applicability Test

The architectural test that determines whether a deployment exposes the runtime representations the Semantic Control Plane requires at the reasoning layer.

Why it matters

Evaluates a deployment against the Adjacent Governance Surface criteria and classifies it as Governable, Governance-Constrained, or Non-Governable. A deployment that does not expose sufficient runtime representation does not enter the normal five-step governance sequence.

Control relationship

Authorized meaning must remain connected to the meaning operationalized at runtime.

RGAT determines whether a deployment is Governable, Governance-Constrained, or Non-Governable before the normal pre-execution protocol is applied.
